Operator Connect is Microsoft's programme for certified carriers and service providers to offer PSTN calling directly within Microsoft Teams. It is integrated into the Teams Admin Center — meaning customers can find, select, and activate a voice service provider without leaving Teams. Operator Connect is available in 60+ markets and is projected to reach over 17 million endpoints by 2026. It is distinct from Direct Routing (where the SP manages a Session Border Controller) and Calling Plans (Microsoft's own carrier service, limited to 33 markets).

Operator Connect is Microsoft's newer, more tightly integrated programme. The service provider connects directly with Teams and Azure, integrates with the Operator Connect APIs, and appears in the Teams Admin Center marketplace for customers to discover and activate. It requires Microsoft certification and direct peering through MAPS. Direct Routing uses a Session Border Controller to route calls between a SP network and Teams — it is more flexible in terms of infrastructure, does not require Microsoft certification, and is available in more markets. Call2Teams offers both pathways: Operator Connect and Direct Routing.

To participate in the Operator Connect programme, a service provider must hold direct peering through Microsoft MAPS for voice, be a regulated or licensed operator in the markets they want to serve, pass Microsoft certification (requiring designated individuals to complete several certifications), and integrate with the Operator Connect APIs. Ongoing requirements include keeping API integrations current as Microsoft releases updates, and maintaining the analytics and provisioning portals. Call2Teams Operator Connect handles all of this — the certification process, the API integration, and the ongoing maintenance — on behalf of the SP.

The structured onboarding process takes 6 to 8 weeks from contract to in-market. This covers certification support, technical integration with the Operator Connect APIs and your BSS/OSS, portal setup, and GTM readiness. This compares to 9 to 18 months for service providers who have attempted to build the integration themselves — and those estimates typically undercount the ongoing engineering resource required to maintain API integrations as Microsoft's programme evolves.

Yes. Microsoft regularly updates the Operator Connect APIs as the programme evolves. One of the most significant operational challenges for SPs who have built their own integration is the ongoing resource required to stay current with those changes.
