Anyone can give a bot a number. That is the problem. When the barrier to a working voice agent drops, the market fills with them, and most look the same in a demo.
We expect the category to split in two. Agents bolted on from the outside will compete on demos and price. Agents that inherit the network will compete on trust. The reason is simple: identity, state, sovereignty and continuity are solvable at the voice layer.
Start with the part of a voice agent that gets cheaper fastest: the intelligence. Epoch AI, which tracks AI prices, found that the price of reaching a fixed level of model performance falls quickly. For GPT-4-level performance on a set of PhD-level science questions, the price fell by 40x per year. Across the milestones Epoch measured, the rate ranged from 9x to 900x per year, depending on the milestone.
An agent whose main advantage is the model behind it is selling something that gets cheaper to copy every year. Demos converge, and when demos converge, buyers compare prices. That is what commoditise means.
What does not get cheaper to copy is whatever the agent stands on.
Four things decide whether a business can trust an agent with a live call: identity, state, sovereignty and continuity. At the voice layer each one is a matter of configuration. Above it, each one is a negotiation with someone else's network.

At the voice layer |
Above it |
|
|
Identity |
The provider that originates the call knows the customer and the number. Call authentication frameworks such as STIR/SHAKEN rely on exactly that: the highest attestation level requires a direct, authenticated customer relationship and a verified association with the number. |
An agent platform without the line has to ask the network to vouch for it, or go without. |
|
State |
Presence, routing and registration for fixed and mobile lines are already part of the voice platform. |
State has to be polled, copied or guessed through integrations. |
|
Sovereignty |
One operating model decides which model runs, on which infrastructure, who operates it and where data goes. Our agents process and store interactions within the EEA. |
The answer depends on every hosting and model provider in the chain. |
|
Continuity |
The agent sits inside the call path, so it can hand a call to a human or back to routing without leaving the network. |
A call that leaves the network to reach the agent depends on that detour for as long as it lasts. |
STIR/SHAKEN is a US framework, so treat it as an example of the principle rather than a European requirement. The principle is that some facts about a call can only be vouched for by the party that carries it.
The same logic runs through the open network standards. The CAMARA project is working on giving AI agents verified network context, such as anti-fraud signals, because an agent cannot establish those facts by itself.
For a service provider, carrier-native does not mean building an agent platform from scratch. It means choosing agents that sit on the network you already run, so they inherit its numbers, its subscriber records and its operating model.
That is how we build Dstny Digital Agents. Every agent connects to the service provider's call control as a SIP endpoint, so nothing has to be migrated first, and agents can also run as part of Dstny Voice, our carrier-grade platform. Enhanced Agents add identity, context, multichannel reach and intelligent routing on top. All agent interactions are processed and stored within the EEA.
On the commercial side, service providers white-label or resell under their own brand, set their own pricing and own the billing relationship. Our Group CEO Daan de Wever calls sovereignty an operating model rather than a hosting decision. Trust works the same way: the service provider operates it.
Before you sign with an agent vendor, ask:
If the answers depend on a third party, you are looking at an agent that will compete on demos and price. If the answers sit inside the network you already operate, you are looking at one that can compete on trust.
